Dekhtyar N. State support of tourism development in target programmes

Object of research is the process of state support of tourist industry in Ukraine according to the interests and peculiarities of the functioning the international market of tourist services. The purpose of research is further development of theoretical and methodical positions and practical recommendations on the definition of priorities and main directions of state support of tourist industry in Ukraine in target programmes. Methods of research are analysis and synthesis; historical and logical analysis; monographic analysis; graphic method; method of expert estimation; method of analysis hierarchies by T. Saati; cluster analysis; structural and comparative analysis. Theoretical and practical results. Methodical approach to organization of the program support of the tourism, that based on the multi-factor classification of countries with the participation in the tourism industry and gives opportunity formation of the effective state programs in the sphere of tourism taking into account the strategic priorities of Ukraine in the external economic policy; methodical maintenance of diagnostics of structural distortions in the functioning of the tourist industry of Ukraine, that based on the standardized assessment of macroeconomic activity branches and allows to take into account features of the system national accounts and accounting in the sphere of foreign economic operations; methodical approach to the positioning of the tourist industry in Ukraine that based on the analysis of the tourist infrastructure on the basis of index items ТТСІ and provides the opportunity to determine the main directions of international cooperation in the sphere of tourism are got further development. Organizational provision for state regulation of the tourism industry as a component of the economy of the region, that based on the strengthening of the analytic function and enables formation of strategic priorities in the implementation of the target programs of tourism development; methodical maintenance for the operational monitoring of the tourism industry from the relevant government institutions that based on technology of creation investment cards as territorial geo-information systems and promotes the free flow of investments from the private sector in the tourism industry are improved. Scientific results are used in the activitiy of the Department of International Cooperation of the Kharkiv City Council (certificate No 444 of 24.03.2011) and in the educational process of the Kharkov National university economic (certificate № 11/85-33-04/1 of 03.02.2011).
