Essay

The dissertation studies the development of theoretical and methodical founda-tions of counteraction to the legalization of illegal profits, the development of me-thodical approaches and practical recommendations aimed at improving the national system of counteraction to the legalization of illegal profits. Based on the systemati-zation of the research in this area it extends the theoretical foundations relating to the counteraction to the legalization of criminal profits, determines the basic sources of the illegal income, defines the role and place in the state regulatory policy of the system designed to fight the legalization of criminal income, studies the basic instruments of counteraction to profits obtained in illegal ways. It determines the main drawbacks in the system of counteraction to legalization of criminal profits in Ukraine. It offers ways to improve the financial and economic mechanism of counteraction to legalization of profits obtained illegally in the banking system of Ukraine and develops scientific and methodical approaches to the optimi-zation of processes relating to the counteraction to legalization of criminal profits, which is based on the express-assessment of the corresponding risks. Based on the analysis of the essence and reasons for the emergence of moral risks in the economic activity of enterprises it determines their role in the formation of the shadow sector of Ukraine's economy. By generalizing the experience of the use of such instruments in different countries as well as the analysis of the national peculiarities in formation of certain types of moral risks it structures the methods of fighting with them in order to neutralize the asymmetry of information and opportun-istic behavior.
