Essay

Object is an operation of an estimation of the human capital of the enterprises of the railway transportation. The target is a development of the theory - methodological and practical recommendations of the human capital of the enterprises of the railway transportation. Methods - logical and historical, analysis and synthesis of results, supervising, comparing and analysis of empirical data, grouping, correlation and regressive analysis, and graphic methods. Novelty is the consists in the further development of theoretical and methodological bases and scientific - practical recommendations to an estimation of the human capital of the enterprises of the railway transportation, which provides operation to the acceptance of the administrative decisions directed to increase the efficiency of activity and competitiveness of the managing subjects of the sector. Results - the theoretical rules of the structure of the human capital constructed as three component of model, allowing to estimate quality of each component and to determine conditions of development and accumulation of the human capital of the enterprises of a railway transportation; an estimation of efficiency of the human capital, which as against existing, is based on the dynamic approach to it's measurement and provides the account of features of functioning of the human capital of the personnel of the enterprises of a railway transportation; the methodical approach to a cost of estimation of the human capital, which as against existing, determine it's value, measurement with help of identification, systematization and updating of charges in the human capital of the enterprises of a railway transportation; it have received the further development: the concept of an estimation of the human capital; the classification of kinds of an estimation of the human capital by generalization, expansion and disclosing performance criterion of attributes; the technique of the complex estimation of the human capital, which gives an opportunity to realization the measurement of actives property of the human capital of the workers in a labour activity and to establish priority directions of development; the methodical approach to optimum distribution of resources to formation and development of the human capital.
