The Thesis is dedicated to scientifically-theoretical motivation to essence and particularities of the development of the system of the customs regulation to foreign economic activity and development practical recommendation on its improvement in Ukraine by introduction modern mechanism to minimization of the negative influence risk, which appear in condition of the market relations. The Designed concept of the system of the realization of the customs checking and customs registration cargo with using the system of the analysis and management customs risk. The motivated strategy of the development of the system of the customs regulation to foreign economic activity.
