The dissertation is devoted to development of scientifically methodical bases and practical recommendation, realization of which will enable to promote profitability of enterprises of small enterprises of the food industry in an unstable business environment. The development of theoretical basis of business environment in market conditions are researched. There was given the differences between the economic environment and business environment. It was considered and improved the theory and efficiency of economic activity of small enterprises. There were developed the approaches to assessing the business environment of its optimal state on the bases of mathematical modeling techniques. There was created the evaluation of economic activity of small food processing industry in the region using the integral index. There was established the rating of small enterprises of food industry according to economic efficiency achieved in conditions of uncertain business environment. It is given the scientific and practical recommendations for choosing an alternative economic activity of small enterprises depending on the business environment. The ways of developing partnerships of small food processing industry in the modern business environment are explained. The forecast of the effectiveness of small food industry is made.
