Research object: competitiveness and attractiveness of territory of region as pre-condition of forming of regional economic policy. Research purpose: ground of theoretical positions in relation to development of complex of the regional marketing and deepening on this basis of practice of construction of the regional marketing system for the increase of attractiveness of territory. Research methods: supervisions, combinations of analysis and synthesis, structural groupment, logical and theoretical generalization; statistical comparisons; complex integral estimation; middle and relative sizes; analysis of the systems; matrix method of portfolio analysis. Theoretical and practical results consist in deepening, subsequent development and improvement of scientific and theoretical positions on development of complex of the regional marketing for the increase of attractiveness of territory. The got practical recommendations are utillized: By main administration of economy of Lugansk regional state administration; By the management of economy of Lugansk city advice; By private Joint-stock Company of "Avtomotozapchast'", and also in the educational process of the Vostochnoukraine national university by to the name Vladimira Dalya is Departments of education and science, young people and sport of Ukraine. Scientific novelty: the territorial going is improved near the estimation of competitiveness of regions. The receptions of analysis of indexes of economic sphere, specialization and rates of development of region are generalized. Approach of the systems is offered to diagnostics of competitive edges of region. Regional marketing strategy of development of territory is certain. Methodical positions are improved in relation to organization of process of forward increase of attractiveness of territory. The complex going is grounded near forming of the regional marketing system. A role and place of the regional marketing is certain in the system of regional policy. The methodical going is systematized near development of complex of the regional marketing on the basis of the use of the proper classification signs. Scientific principles of development of complex of the regional marketing are reflected on the basis of determination of his structure. The sphere of the use is activity of Ministry of industrial policy of Ukraine; Ministries of economic development and trade of Ukraine; State agency from investments and management the national projects of Ukraine; Main administrations of economy of regional state administrations; commissions on questions of industry, economic policy and management the city economy of city advices; scientific establishments on the type of the advanced study; higher educational establishments.
