Bukhtiyarov O. The legal basis of funding of militia from the State and local budgets in Ukraine.

Thesis is the first in Ukraine the comprehensive monographic research devoted to the study of the financial support of militia from the state and local budgets according to financial law. Theoretical foundations of the legal provision of funding of the militia are explored, the activity of the militia as an object of financing is described, the content and the meaning of budget funding of the militia in the system of financial legal relations and legal order of financing of the Ministry of Internal Affairs of Ukraine from the State budget of Ukraine are defined. The special attention is paid to the clarification and analysis of the problems of legal regulation of funding of the militia from the local budgets in Ukraine and prospects of the legal differentiation of expenditures between the State and local budgets in funding of the militia. It is grounded the expediency of decentralization of budget funding of the militia according to which such militia subdivisions as Patrol Guard Service, Traffic Patrol Service, district inspectors' Service under the principle of subsidiarity should be funded from the local budgets.
