The thesis focuses on theoretical and practical issues of administrative and legal regulation of economic activity from the lotteries. The historical development of legal regulation of lotteries, clarifies the basic principles of legal regulation of organization and conducting lotteries in Ukraine, the European Union and Russia, a procedure of administrative and legal regulation of the lottery business and its components; Expand the creation of business entities seeking to implement economic activity for the lottery determined the order of licensing of such activities and monitoring their implementation.
