Dissertation is sanctified to the complex general theoretic analysis of human right on the receipt of medical services and medicare. In research attention is accented on administratively - legal adjusting of rights for patients, the concept of life of man, his health, inviolability and safety is determined as objects of the administratively - legal adjusting, guard and defence. The concept of patient is given and his structure opens up. Worked out and justified recommendations and suggestions in relation to perfection of the legislative providing of realization of rights for patients during realization of medical activity on the grant of medicare and medical services and their defence at violation.
