Object – the process of creation, introduction and realization of cluster form of activity under conditions of integration processes development. Purpose – theoretical and methodical substantiation of organizational and economic bases of cluster form of activities of a postal services operator creation and estimate of the influence of the cluster on the raising of efficiency and competitiveness of cluster participant under conditions of integration processes development. In process of scientific task solution it was used such basic research methods as analogy, comparison, generalization, system approach, synthesis methods and mathematical simulation and expert estimation method. The scientific novelty of received results consists of substantial addition of theoretical and methodical propositions and recommendations directed on solution of the scientific task of cluster form of activities of a postal services operator creation. The weightiest scientific results are: at the first time it was grounded the organizational and economic bases of cluster form of activities of a postal services operator creation, which in contrast to existing results are providing the definition of post cluster basic elements, introduction of state and private enterprises partnership, application of scientific and methodical approach of estimate of the influence of introduction of cluster form activity taking into account regional features and formation of effective partnership system. It is improved the methodical tools of definition of synergistic effect from post cluster creation based on calculation of additional profit (from increase of rendering services volume, rise of using recourses efficiency, operation ability of clusterization process, cut in expenditures), stipulated by realization of clusters connections. It is improved the cluster approach relatively to state and private enterprises partnership formation, which taking into account constituents and levers of realization of state simulation of creation and progress of cluster form activity for post operator's strategical task solution by rational distribution of private business-environment recourses, mobility and innovation. It is improved scientific and methodical approach relatively to estimate of influence of introduction of cluster form into activity of post operator with taking into account the indexes of social and economical status of the region. It is got subsequent development the definition of directions of national cluster formation with taking into account the estimate of social and economical environment influence and step-by-step realization of cluster creation, what will allow to raise the efficiency of post operator manage. It is got subsequent development the characteristics of demands of post operator cluster connections on the factors like: aim, expenditures, distribution of the risks, competitiveness, management, HR, quality of services, depend on boundary level of variability of internal, market and resource factors of cluster formation. The results of scientific research, which are contained in dissertation, are used by the Ukrposhta Odessa board, Odessa National Academy of Communications named by A.S. Popov, Odessa National University named by I. I. Mechikov and in composition of "Strategy of social and economical development of Bilgorod-Dnistrovskiy region".
