The thesis is devoted to the research of the system of administrative and legal incentives. The range of fundamental ideas have been singled out, ideas that form the basis of public administration of incentives; definitions such as "public administration of incentives", "functions of public administration", "award as part of incentive", "prominent merits", "administrative procedural type of administrative process", "law administration of incentive". Analyses of administrative and legal incentives have been made. Special attention has been paid to the research of measures of administrative and law incentives as means of public administration.
