The dissertation focuses on administrative and legal aspects of prosecutorial activity with consideration of citizens, the concept, essence, types of appeals, forms the rights and freedoms of appeals proceedings. Analyzed in detail the organization of the prosecution of appeals. The attention to public prosecution and supervision of judicial control over the legality of consideration of citizens. Special attention is paid to the implementation of democratic civilian control over law enforcement activities in the prosecution of consideration of citizens. The legal restrictions and practical impediments violations of the appeals by officials of the Procuracy.
