The purpose - working out of theoretical and methodical positions, substantiations and offers of scien- tifically-practical recommendations about introduction and development of services to the population in activ- ity of the operator of a mail service. Research methods - analytical, logic; a generalisation method; the eco- nomic-mathematical; the system analysis; technical and economic. Theoretical and practical results - working out of recommendations according to efficiency and a rating of branches UGPPS "Ukrmail" taking into account activity on development and introduction of financial services in the course of acceptance of ad- ministrative decisions. Scientific novelty of results - a theoretical substantiation and the practical decision of the scientific task on introduction and maintenance of effective development of financial services to the population of the operator of a mail service.
