The theoretical and practical problems of realization of the right to application the participants in criminal proceedings of Ukraine. The author offers the author's periodization of the development of the institute. Defined the subjects of the initiators of the realization of the right to application, a description of their activities and make recommendations to improve the effective functioning. Carried out systematic analysis of the procedural order submission and approval of applications in the criminal process of Ukraine. The criminal-procedural means of judicial and institutional control and public prosecutor's supervision as a guarantee of the right to application. Discloses the content and legal nature of the criminal-procedural safeguards the right to file the request. The practical realization the right to application the participants of the criminal process of Ukraine, and on this basis developed concrete proposals and recommendations on its improvement. The author reasoned order granting a request the application of criminal proceedings in Ukraine and put forward proposals to complement the current criminal-procedural legislation of Ukraine.
