The Object: the process of the state audit (SA) effectiveness of budget programs’ execution (EBPE). Purpose: development of theoretical positions, methodical bases and practical recommendations for the improvement of the system SA EBPE. The Methods: analysis and synthesis, expert estimation, extrapolation, formalization, theory of the economic systems and models, economic information theory. To be Offered: structure of the system of SA EBPE; the total index of EBPE; determinations of general risk during conducting of SA EBPE taking into account the complex of model risk’s signs; organization of the process of SA EBPE; estimation of quality of the system’s potential of SA EBPE.
