Shevchenko E. Administrative Courts as Subjects of Administrative-Legal Relationship in Conditions of Court Reform

The work examines peculiarities of administrative court as a subject of administrative relationship. It suggests author’s interpretation of a notion of administrative-legal relationship as a relationship among its subjects regulated by Administrative Law norms.The work defines a place of the administrative court in the system of subjects of administrative-legal relationship. The author distinguishes administrative-court relationship that represents court’s activity during administrative-court litigation regulated by norms of Administrative Procedure with the help of competitive method. The work proves that activity of administrative court plays the role of “legal support” embodied in judicial service activity of this organ, which guarantees legality and provides the right of judicial defence to physical and legal persons. The work analyses peculiarities of activity of the administrative court as a subject of administrative-legal relationship during legal support of physical and legal persons on the main stages of administrative court litigation.
