The dissertation investigates the practice of public power provider. The purpose of the administrative regulation is to improve forms and methods of public management, establishment and regulation of such relations of citizens and the subject of power in which every person should be guaranteed protection and enforcement of rights and freedoms and legal interests, as well as effective protection of the public authorities and local governments.
