The dissertation is one of the first in the domestic legal and administrative science complex research on theoretical and practical conceptual problems of establishment and functioning of the institute the rule of law on appeal of decisions relating to administrative law. Defined the concept and importance of appealing decisions on cases concerning administrative law. Under the rule of law on appeal of decisions relating to administrative offenses meant observance of the regime of activity of authorized bodies (officials) and other members of the legal relationship that arises in an appeal against decisions relating to administrative violations, and to respond fully to the Constitution, laws and subordinate normative acts of Ukraine and Ukraine ratified the international norms.
