Goal: theoretical basis and development of practical recommendations for the formation of an effective system of tariff and its use in the management of municipal infrastructure in the meso level today. Object of research: the process of setting tariffs in municipal complex. Subject of research: theoretical and methodological basis of tariff formation in the system of management of municipal infrastructure in the meso level today. Methods: a comprehensive approach, the method of formalization of the method of marginal analysis, systemic-structural method, grouping information grid, graphical analytical modeling method for comparative analysis. Improved: theoretical and methodological approach to tariff setting in municipal complex, which is based on two-component model allows to obtain working capital for the purpose of financing activities to raise the technical state utilities without additional funding, and ensures the effective functioning of the management of municipal property. Recommendations to improve the system of payments for utility services and process for subsidies, based on the principles of the new tariff policy and improves the level of financial stability of utilities complex.
