The thesis discovers the economic essence and defines the socio-economical potential of the development of the region. Methodological approaches to the evaluation of the main components of regional resource base are summarized. System performance analysis and diagnosis of social and economic potential is determined. Found that a key component of socio-economic potential of the region is the region's population, that population through management structures affects all existing economic resources in the region. The socio-economic potential of the region provides advanced formulation and solution of social problems. Vectors of using social potential of the region during the transition of economic systems on corporate social responsibility economy are proved. The social potential underlies the development of economic potential, providing a balanced development of all components of social and economic potential. The composition and structure of social and economic potential of the region is characterized and analyzed. There are structural and dynamic changes in the development of economic potential and social analysis of potential. Zoning and clustering in terms of territory and the degree of social and economic potential is made. The mechanism of formation and use of effective social and economic potential is justified. Strategy of sustainable socio-economic potential is development, that will provide a focused and balanced development of the region by finding their own sources of self-development and raising funds to expand the use and development of social and economic potentialWays of improvement of legal security of the potential of the region are proposed.
