Essay

The thesis research is devoted to characteristic of the first stage of the budget process - compiling the project of the state budget of Ukraine. The problems of formation of the conceptual apparatus of the budget process were analyzed, characteristic of budgetary and procedural jural relationships in compiling of the project of the state budget and basic forms of the participants' activities on the first stage of the budget process was conducted. It was proposed to introduce amendments and additions to the regulations governing the jural relationships in compiling of the project of the state budget with the aim to improve the budget process's efficiency.
