Karapetian O. Public External Debt: Management Mechanism and Debt Strategy of Ukraine

Object: external public and publicly guaranteed debt of Ukraine as a socio-economic phenomenon of public finances. Objective: deepening the theoretical and applied aspects of management of external debt, defining features of a holistic mechanism for effective management in the context of forming and implementing the debt strategy of Ukraine. Methods: of the statistical comparisons, analysis and synthesis, induction and deduction, of abstraction, generalization and historical method, the structural-functional method, regression, correlation analysis, economic and mathematical modeling. Results: first proposed criteria for assessing debt sustainability in Ukraine; improved interpretation of the concept of "managing external debt, the nature and rationale of the mechanism of external debt, the definition of "debt sustainability", obtained the further development of the study involving the relationship between external borrowing and the dynamics of macroeconomic indicators; determination of the debt strategy of Ukraine. Implemented: put in practice the Ministry of Finance of Ukraine, Ministry of Economic Development and Trade of Ukraine, and in the educational process in the Ternopil National Economic University.
