Essay

The thesis is a comprehensive study on state control over agriculture in Ukraine as the basis for creating in Ukraine the legal system for nationwide agriculture, and making the executive authorities to act in European way, also guarantiing rights for physical and legal entities in the field of agriculture, preserving public health. The historical stages of development of Ukrainian agriculture as well as governmental control over it have been analyzed herewith. Further the essence of control has been interpreted as an element of management, and the features of such control has been described. The theoretical concept of state control in agriculture has been defined as a government's function, the forms, methods and implementation stages have been zoomed in, as well as the features of administrative and legal institutions of state control in agriculture of Ukraine have been studied. Moreover, the current legislation including legal regulation being practiced by authorities exercising state control in agriculture, especially agricultural inspections, has been analyzed. The legal powers of state authorities involved in agriculture have been considered, and all administrative violations in agriculture have been characterized (st. 104 KupAP – 108) according to the Administrative Law Code. Finally proposals and recommendations for improving the inspection authorities' control have been generated.
