Essay

The peculiarities of the African states’ interaction within the process of the regional security system formation on the modern stage are investigated in the Ph.D. thesis. For the first time in the national science the hierarchy of multilateral security institutes, regulating conflict situations on the continent, is described and the operation factors of their cooperation aiming the implementation of the peacemaking undertakings are established as well. The approaches of the foreign Africanists towards identifying of the key models of the security space organization in Africa are described and compared. The complex of factors impeding the harmonious interstate dialogue of the regional countries, particularly those traditional for Africa security problems as the lack of the interstate military and political stability, passing of the limited interstate conflicts and inability to provide an effective functioning of the international arms control regimes, are analyzed in the Ph.D. thesis. Simultaneously a detailed study of the new security threats such as international terrorism, proliferation of sea piracy and the traumatic effect for the regional stability induced by the radicalization of the North African societies brought about by the «Arab spring» phenomenon is made. A considerable attention is devoted to the negative impacts of the of the extra-regional actors competing geoeconomic strategies implementation, which ignore the regional countries’ sovereignty while pursuing their own national interests and hinder capable autonomous African security architecture from creation. The reasons causing the weakness of the African Union as a cross-continental mechanism for maintaining peace and stability are revealed. It was defined, that in order to enlarge their political weight African hegemonic states create around themselves regional economic blocs with the functions of keeping up stability. At that those subregional structures come up against the African Union while translating into life the parallel peacemaking scenarios. On the other hand, the homeostasis of the continental security system is disorganized essentially by the active interference of the UN and NATO, which impose to Africa their donor help to overcome the crisis situations.
