Tretiak D. Local budgets in financial provision of social and economic development of regions in Ukraine

The thesis is devoted to a research of essence of local budgets and an assessment of their role in social and economic development of regions in Ukraine. An importance is shown to establish a current relationship between spending on social goals and economic development of the regions. The expenditures on economic development and social sector are proposed to optimize through the following approaches: an increase of local investments, a formation of a regional budget for development, a reduction of the administrative costs and an increase of efficiency of a support provided to small and medium businesses. General tendencies are specified in formation of local budgets in the countries that develop institutions of local government, and specific character of this process is portrayed as to Ukraine. It is found that the budget balance is particularly important for financial support of the regional social and economic development. Main methods are suggested to achieve a balance of local budgets at stages of their drawing up and execution that allows to overcome an imbalance between income and expenditures at various stages of the budget process. The research offers an econometric model of the influence of budgetary resources of local governments on social and economic development of the regions. Main ways are specified in reforming the local budgets in a context of strategic tasks of socio-economic development of Ukraine.
