The paper considers the theoretical basis of financial policy in the field of secondary education, norms and standards funding for institutions of secondary education, estimates of general education, foreign policy experience in the financial sectors of secondary education, budgeting as an alternative budget financing of educational institutions, state financial control over the activities institutions of secondary education, treasury services, as well as analysis of expenditures of state and local budgets for maintenance of institutions of secondary education, formation and use of extrabudgetary funds educational institutions, targeted funding of secondary education.
