The dissertation is devoted to the resolving of a scientific issue concerning determination of an essence of legal disputes in the activity of executive power bodies, defining their circle and ways of resolving systematization, and also determination of drawbacks in the legal regulation and grounding on this basis propositions concerning making changes in the administrative material and procedural legislation that are aimed at legality guaranteeing in the process of application of the ways of conflicts resolving.
