The order of Ukrainian global health care institutions' budget forming is proposed in the dissertation. Its basic principles, advantages and disadvantages are qustified here. The educational-professional model of the specialist in financial and economic provining of the Ukrainian health care is elaborated. Its basic principle is the principle of interplay of its main features: professional destination, professional and psychological requirements, focus on the acquired knowledges in public administration, economics and management; targeting on formation of appropriate skills.
