Eitutis D. Economic evaluation of commercial activity of Ukrainian railways

The dissertation is devoted to development of theoretical and methodological foundations for economic assessment of railway lines commercial activities, which are based on a scientific approach to outstanding studies and the author's solutions in this topic. It was proved that the main criteria for assessment of the transport service quality is a rate of satisfaction of freight traffic wants in accordance with transportation load and nomenclature, storage and their timely delivery from the freighter's warehouse to the recipient's one subject to high economical efficiency of transport process. We defined the scientific-methodological approaches to assessment of economic effectiveness of transport service quality improvement and proposed concrete measures for improvement of rules and regulations governing the storage of freights, technical process while organizing freight, commercial activity, as well as administrative legal and material incentive of rail transport employees for storage of freights when carrying out transport operations. A personal opinion of the author as for the measures influence on cargo transportation is formulated; the essence of this opinion is a complex improvement of commercial activities technology, namely: determination and establishment of address responsibility of organizations for the cargo transportation quality; outsourcing of non-profile auxiliary activities of railroad divisions; provision of qualitative information activities by switching to the electronic document circulation; implementation of other measures increasing the efficiency of the transportation process.
