The essence of financial support of local communities as part of intergovernmental relations is revealed. A methodological approach to determine the level of self-sufficiency budgets of territorial communities of villages, towns, cities, based on integrated system of relevant indicators that characterize the resource potential areas is suggested. The features of formation of national budgetary mechanism of the budgets of local governments are discovered. Generalized and systematized experience of financial mechanisms to support local communities in developed countries and economies in transition, justification institutional changes expediency of formation of local budgets. Improved approaches to strengthen the financial security of local communities, introduction of budget adjustment of intergovernmental relations, the provisions regarding the features of planning expenditure budgets of local governments, the methodological principles of management of local finances in terms of economic transformation.
