Object of the study is processes to activations social factor innovation developments of the Ukraine. Objective of study is development and motivation theorist-methodical bases and practical recommendation on activations social factor innovation developments. Methods of research are in abstract-logical, economy-statistical, system, structured and benchmark analysis. Theoretical and practical results: the theoretical approaches to determination forming national innovation systems and theorist-methodical bases social- innovation models of the development of the Ukraine; methods of the estimation level developments regional innovation systems on base of the integral index. Novelty is improvement theorist-methodical bases on questions of the determination and activations social factor innovation developments.
