Maintenance of concept "tax debt is specified". Found out principal reasons of origin of tax debt, the methodological going is resulted near organization of counteraction a tax debt. It is described methodologically organizational and normatively legal principles of management a tax debt in Ukraine, the analysis of dynamics of tax debt is carried out, the evaluation of him is conducted fiscal effects and investigational administrative levers of minimization.
