Dissertation is devoted to study of a wide range of legal relations on bringing to administrative responsibility for arbitrariness. The main scientific approaches to understanding the administration as a means of providing administrative and legal responsibility for arbitrariness. Studied the historical development of legal responsibility for the arbitrariness and the current state of scientific development problems of administrative responsibility for arbitrariness. We provided the concept, nature and types of arbitrariness as the administrative tort; explored the notion of skill related administrative violations, and its signs indicated problems qualifications. Researched the procedure of administrative responsibility for arbitrariness. These measures ensure the proceedings of the administrative offense.
