The thesis is a complex monographic research devoted to the study of administrative and legal regulation of personnel guaranteeing within internal affairs agencies of Ukraine. Author's definition "personnel guaranteeing within internal affairs agencies" is offered; definition "personnel" is clarified. Analysis of the modern state of personnel guaranteeing within internal affairs agencies is realized in the work; its legal grounds and administrative and legal regulation of service in police forces during reform conditions are ascertained. The essence of professional and ethic and moral and psychological elements of personnel activity.
