In dissertation the aggregate of conceptual principles and applied instruments of transaction costs management of small and medium business entities is considered. The object of research is the process of transaction costs management of small and medium business entities. Theoretical and methodological principles of the category "transaction costs of small and medium entrepreneurship" are exposed. The origin and factors of transaction costs are identified. The features of transaction costs management and estimation of its level are found out. The diagnostics of institutional environment of entrepreneurial activity in Ukraine and it's influence on the level and structure of transaction costs of business entities is conducted. The empiric estimation of structural constituents of transaction costs and their consequences for development of entrepreneurship sector is conducted. The priorities, organizational and economic facilities of public policy for declining the level of transaction costs of small and medium entrepreneurship in Ukraine are grounded. Directions for improvement of associative and public infrastructure for entrepreneurial activity as important component of minimization of transaction costs at small and medium business entities are defined.
