Essay

The thesis is devoted to the complex analysis of theoretical and practical issues of the system of administrative and legal means of protection the civil right to obtain higher education. There were analyzed the legal means and types applied to regulation the sphere of education in Ukraine; disposed norms of national and international legal acts which provide the civil right to higher education; analyzed the notion and system of administration in the sphere of education; clarified the problems of reforming the system of education; defined the peculiarities of activity and cooperation of this organs and institutions with each other, the state and citizens.
