Object of research: managements processes which are carried intelligent platform in NGN. Research objective: decision of complex of scientific and technical questions, related to research-and-development principles of creation of intelligent platform in NGN for upgrading management intellectual services. Methods of researches: methods of theory of the queuing systems, theories of markovien processes, methods of algorithmic design. Theoretical and practical results and novelty: the analytical model of intelligent platform with decentralizing principle of management (IPDPM) is first offered for the calculation of partial criteria of quality of management intellectual services; it is first developed recommendation in relation to the area of the effective use of intelligent platform with the centralized principle of management (IPCPM) and IPDPM of the set complication on the basis of the offered analytical and imitation models; the analytical model of IPCPM is improved for the calculation of partial criteria of quality of management intellectual services; the method of calculation of resulting scalar criterion of quality of management intellectual services is improved; subsequent development was purchased by the methods of construction of simulation models of IPCPM and IPDPM. Degree of implementation: dissertation job performances found practical application in research works of the OSAR and State enterprise is the Ukrainian research institute of radio and television, in the educational process of the OSAR.
