Vasylenko L. The organizational and legal foundations of the bodies of the State executive power activity in questions of ecology

The dissertation focuses on the complex research of the organizational and legal foundations of the bodies of the State executive power activity in questions of ecology aimed at the formation of the integral concept of these bodies activity and the search of the effective means of its improvement. The stages of the environmental legislation of Ukraine have been characterized and the necessity of bringing it in accordance with the constitution of Ukraine and the World Charter for Nature has been determined. The theoretical conceptual model of the organization of human protection and the objects of the environment protection from the negative factors that will correspond to the interests of a man and society in generalhas been defined. The thesis deals with the review of the bodies of the State executive power activity in the domain of the human protection and the objects of the environment protection as the natural resources. The historical and legal analysis of the State policy in this sphere has been carried out that proved the necessity to differentiate the functions, goals and tasks of the specially authorized central body of the executive power in questions of ecology and the natural resources in two directions of its activity: the human protection and the objects of the environment protection from the negative factors and the rational and safe usage of bowels and objects of the environment as the natural resources. As a result of researches, the conclusions as to the further development of the theory of administrative law by means of the formation of new and improving the existing legislative frameworks, categories, concepts have been disclosed. The scientific suggestions as to the improvement of active legislation of Ukraine that regulates the bodies of the executive power activity in the indicated sphere are made.
