Gulyak R. Resource Component Monitoring of Administrative-Territorial Units Economic Potential (on the example of Kharkiv city)

The purpose of research is development of theoretical and methodical bases resource component monitoring of administrative-territorial units economic potential. A research object is a process of administrative-territorial units economic monitoring. The research subject are theoretical, methodical and practical aspects of economic monitoring of a administrative-territorial units economic potential resource component. Research methods. For the decision of the tasks put in-process various scientific and special methods were utillized: logical generalization, deduction and induction, analysis and synthesis, comparison, and also formal logic, - for clarification and development of concept-category vehicle of research; dialectical method of ascent from abstract to concrete - for determination of essence, structural features of economic potential and place, in him by a resource components; taxonomical method - for the estimation of level of development by a resource components of economic potential and its constituents; to the analysis of rates of growth - for the construction of dynamic analytical model of the concerted development by a resource components of economic potential; logical-axiomatically - for establishment of indicative relations between the rates of growth of indexes; economic and statistical modelling - for the estimation of influence of constituents by a resource components of economic potential on its general level of development; impulsive, cognitive and probabilistic modelling - for development of prognosis scenarios and brief prognosis of development of constituents by a resource components of economic potential of administrative-territorial units; to scientific abstraction - for determination strategically of tactical directions of regulative influence. Diagnostic and specific principles of monitoring which take into account system fundamental properties of the object monitoring and provide the monitoring results differential character multidimensionalness, greater validity and objectivity, are developed. The monitoring organizational mechanism of economic potential resource component, which consists of logically and the consistently united processes which are the result of decouplig of semiotics-retrospective, causal- perspective and interpretation stages, is improved. The methodical monitoring approach which provides differentiation on instrumental-methodical, structural, hierarchical and sentinel aspects is offered. The complex system of integral and parts monitoring indicators is formed on basis of semantic and syntactic principles which provide the logical and mathematical strictness of estimation of intensive and extensive aspects of resource component development. Suggestions in relation to forming and use of mechanism of monitoring research which differential approach is applied to, and also the methods of determination of monitoring indicators are inculcated in-process Management of enterprise and permission procedures of Department of enterprise and user market of executive committee of Kharkov city advice (certificate № 06-138 from 12.03.2012). Scientific recommendations were utillized in Main scientifically expert management of Verkhovna Rada of Ukraine in the process of scientific examination of projects of laws of Ukraine on questions of regional policy (certificate № 16/3-270 from 24.06.2011). Drawn on the basic theoretical results of research in the educational process of the Kharkov national academy of city economy at teaching of disciplines "Organization of city life-support systems", "Management of city economy", "Economic diagnostics", in the Kharkov national academy of city economy (certificate № 825 from 27.02.2012).
