Essay

The essence of the local budget as a financially-legal category has been analyzed. The municipal borrowing regulatory framework has been studied to determine the priorities of improving the Ukraine's legislation. The conceptual apparatus in the legal regulation of the local budget's borrowings has been developed. The means of the local borrowing obligation's execution has been characterized. The financially-control activities in the local borrowings' domain have been investigated. The experience of legal regulation of the municipal borrowing in the developed countries to adopt in Ukraine has been analyzed.
