This dissertation defines and explores the concept of distance education that based on target-oriented approach to increase the efficiency of programming economics. The proposed concept allows to enhance strategic management of the development of distance education. In dissertation the method of programming economics for developing of distance education was improved. The method purposes structuring of distance education, which takes into account its features is proposed. The methods of statistical information and promoting the development of distance education, distance education services market is developed
