The author made a complex source study analysis of organizational, administrative and information documents and local periodicals concerning Yelyzavetgrad municipal government in June 1871 - February 1917. On the ground of the studied material, personnel of the city duma and council and their booking departments, ground rules of general office activities were recreated.
