Gavatyuk L. Financial reorganization of housing and communal sector under condition of branch reforming

The thesis is devoted to development of evidence-based mechanism for financial recovery housing complex on the basis of methodological approaches to financial reform, methods of pricing policies and pricing mechanisms for budget financing and private investment with the development of market relations in housing. The paper identified the priority areas of finance and financial rehabilitation of housing, the main ones are: the development of competition in the field of housing based on the National Agency of cost accounting and resource management, an effective system of tariff regulation, suspension of budget financing of housing and municipal services and increase efficiency in the spending of public funds.
