The dissertation exposes the essence of theoretical aspects of such categories as innovations and innovative activity in production; it is analyzed the theoretical basis of innovative development management. The advantages and disadvantages of economic efficiency valuation methodical basis of innovative activity in the sphere of agroindustrial production are found out. Modern development conditions of regional agrarian production are analyzed, the level of wine-making industry and agrindustrial production are estimated the whole, it is analyzed the innovative development condition regulation condition of Crimea agrarian production. Complex valuation methods of innovative development efficiency which are based on factors' system valuation are developed. The factors influence on innovative development of agrarian sphere efficiency. Totality of risk valuation of innovative projects introducing is developed; methods of innovative development of AIP valuation level are elaborated. Further development of system risks algorithm management of agroindustrial production innovative development which gives opportunity to estimate the total risk level by the way of determination of joint criterion on organizational components is obtained. Substantiation and elaboration of methodical approach to integral effect valuation from basic innovations implementation which uses complex approach and takes into consideration the force of synergy law and unlike existing laws, it allows to estimate all totality of effects (economic, social, ecological, budgetary, scientific and technical, intellectual, resource) are carried out.
