Object - the planning and optimization of cellular mobile networks. The aim - improving the effectiveness of planning mobile networks. Methods - decision theory, the theory of multi-criteria optimization, mathematics modeling, the theory of stochastic processes. Results - the method for determining the optimal design variants mobile radio network with the set of quality indicators during the nominal planning, method for determining the optimal topology of the transport network with the mobile set of quality indicators, the method of predicting network traffic.
