The theoretical fundamentals of population social protection, state, tendencies, efficiency and financing of social payments in agrarian region have been investigated in the dissertation. The essence of social insurance has been defined. The theoretical approaches of calculating minimum subsistence level have been substantiated. Factors influencing on efficiency of pension accounts savings have been determined. The model of administration of introduction of single entrepreneur contribution has been specified. Procedure of calculating indicative salary influence on amounts of contribution charge to social funds has been developed. The conceptual and categorial mechanism of social protection has been deepened.
