The thesis presents a comprehensive political analysis of the phenomenon of local democracy as a condition and a tool of the consolidated democracy development in transitional societies based on the example of Ukraine. The main political and regulatory preconditions of local democracy development including features of political culture, the legal framework of local government, the presence of institutions supporting the formation and realization of the public interest. Particular attention was paid to the peculiarities of the determination of consolidated democracy through the development of local democracy.
