The thesis is devoted the decision of актуальной scientific practical task is an increase of efficiency of management and activity of CES by development and use of models and information technology of forming of strategy of management development of CES. The mathematical model of forming of strategy of development of CES is first developed, which allows to attain the planned estimations of directions activity in the conditions of vagueness and limitations of resources in accordance with the set criteria of development of CES. A mathematical model is improved of estimation of directions activity of CES, which, unlike existing, allows on the basis of dichotomy trees of aims of management and unclear estimations of indexes to define the complex clear and unclear estimation of the state of the system on directions activity. The mathematical model of intensification of the use of resources is improved, which is intended for determination of deficit and backlogs of resources on directions activity which unlike existing allows to define the level of firmness of the system, potential of development of CES and to redistribute resources in accordance with strategy of management development. The mathematical model of dynamics of development of CES is improved, which unlike existing allows to take into account intercommunication of directions activity and resource balance, serves as basis for acceptance of strategic decisions of management, allows to analyse, forecast and optimize the rates of approaching or achievement of necessary indexes which are determined strategy of development.
