The objective - processes of formation and development of investment environment in modern conditions. The main aim - is designation of theoretical and methodological framework of investment environment formation; formation of practical recommendations of its development assessment and management in conditions of globalization. Methods - comparative and statistical analysis, systematical approach, logical generalization, economic and mathematic modeling, graphical and statistical. Novelty - conceptual framework of investment environment development were proposed, which include modern trends of structural and dynamical changes, scale and character of investment processes on meso and macro levels; the assessment tools of integral indicator of state investment environment determination has been improved, which include blocks of indicators complexes, which determine state investment processes in context of their allocation in spheres of investment potential realization with further determination of global competitiveness index influence on a resultative index. Practical results- scientific framework of state investment environment management, has been proposed, which include the following statements: formation of effective organizational and economic mechanism of state investment policy functioning and development; formation of integrated system of investment and innovative cluster, which include in a single scientific and productive complex sectorial institutions, scientific and productive groups, scientific schools, which provide fundamental and applied investigations, implementation and activation of tools of venture investment state support, that must accelerate the development of hi-tech innovative business.
