The research based on a number of domestic and foreign sources analysis defines the main directions of improving the legal and organizational framework for computer software program use in the internal affairs bodies of Ukraine. The paper deals with advantages and disadvantages of the computer programs protection by copyright. The state of computer software of the internal affairs bodies of Ukraine has been analysed. Use of computer software with open source code in the internal affairs bodies of Ukraine has been substantiated and proposed first of all because this software is distributed free of charge, requires no additional financial costs and significantly reduces State budget costs.
